Inspector Cited Wrong Regulation

DOB issued a violation notice to landlord for installing elevator panelling without a permit. The ALJ dismissed the violation because the inspector cited the wrong regulation. DOB appealed, claiming that it tried to correct this mistake at the ALJ hearing. ECB ruled for tenant. The hearing record showed that DOB hadn't made any attempt to correct the notice.
