Incomplete ZIP Code in Violation Notice

DOS issued a violation notice to landlord for loose rubbish. The notice stated that there were four cardboard boxes that hadn't been broken down, bound, or secured in front of the building. Landlord claimed that the boxes were in the process of being stored. The ALJ ruled against landlord and fined him $50. Landlord appealed, claiming that the violation notice was defective because landlord's mailing address had an incomplete ZIP code. ECB ruled against landlord. An incomplete ZIP code in the mailing address on a violation notice isn't a fatal defect.
