HPD Set Rents After Renovations

Tenant complained to the DHCR of a rent overcharge. The DHCR ruled against tenant, finding that it had no authority to rule on tenant's complaint. Tenant appealed and lost. HPD set initial rents for tenant's building after landlord made renovations financed with a Private Housing Finance Law article 11 loan from HPD. So if tenant wished to challenge the rent set by HPD, he should have sued HPD. The DHCR properly dismissed tenant's complaint.
