HPD Gets $706K in Civil Penalties for Landlord's Failure to Correct Violations

LVT Number: #32134

HPD sued landlord in housing court, seeking correction of violations of the Housing Maintenance Code, as well as penalties for failure to complete repairs. Landlord claimed that it had completed repairs and that tenants had denied access. The court ruled for HPD in part concerning penalties. The court awarded HPD $706,160 in civil penalties but denied any claim for criminal contempt, finding no willful failure to obey prior orders to correct the violations. Landlord, in turn, failed to prove a lack of access, and the court fined landlord $250 for contempt of court.
