Housing Group Can't Intervene in Discrimination Case

The Anti-Discrimination Center of Metro New York Inc. (ADC), a public interest group, sought to intervene in a case by the federal government against Westchester County. Westchester County had falsely certified to HUD that it was meeting commitments to affirmatively further fair housing. The county failed to comply with a consent decree requiring payment of $30 million for false claims and development of 750 new affordable housing units in areas having low black and Hispanic populations.

The county also repeatedly failed to develop an acceptable implementation plan or submit an analysis of impediments acceptable to HUD. But, although ADC advocated for policies combating bias in housing, it wasn't entitled to join in the case to "enforce" the consent decree.
