Gut Rehab Done Without Permit

DOB issued a violation notice to landlord for performing work without a permit. DOB's inspector observed interior demolition work, described as a "full gut rehab." Landlord denied that she was doing any structural work that required a permit and claimed that damage to the building was caused by a fire and was being repaired at the time of the inspection. The ALJ ruled against landlord and fined her $1,600. Landlord appealed and lost. Building Code Section 28-105.1 makes it unlawful to alter, repair, or demolish a building without a DOB permit.
