Gas Fittings Installed Without Permit

DOB issued a violation notice to landlord for an immediately hazardous condition. DOB's inspector said that new gas fittings had been installed at the building without a permit. DOB said this caused an inherent danger of a gas leak. Landlord claimed the gas fittings were installed by a licensed plumber on an emergency basis in response to a gas leak and pursuant to instructions by Con Edison. So no permit was required. The ALJ ruled against landlord and fined him $1,600. Landlord appealed and lost. Landlord failed to obtain a permit for repairs to his gas burner.
