First Rent for Combined Apartments Applies Outside New York City

Landlord wished to combine two rent-stabilized apartments and collect a first rent for the new apartment. Landlord asked the DHCR if this could be done outside New York City. In an opinion letter, the DHCR said yes. First rents for combined apartments wasn't discussed in the Tenant Protection Regulations. But the DHCR issued a statement in 1977, saying that the first rent provision of the Rent Stabilization Code would also be applied outside New York City.
