The DRA approved increases for elevator upgrading and elevator motor room electric service, but denied any increase for elevator plans and specifications prepared by an architect or engineer. Landlord appealed and lost. Tenants shouldn't be required to bear supervisory and administrative expenses in this case since landlord used a licensed professional contracting elevator company that warranted all work and materials to be free from any and all defects under the terms of its contract with owner.
