Discounted Rents Shouldn't Be Used on MCI Application

Landlord gave tenants a rent discount if they paid their monthly rent on time. While preparing an MCI application, landlord asked if the collectible rents listed should be the discounted rents or the legal regulated rents. In an opinion letter, the DHCR stated that landlord should use the legal regulated rents for purposes of calculating MCI rent hikes.
