DHCR Specifies Valid Grounds for a Lease Violation Complaint

The DHCR noted that tenant's complaint should be addressed in a rent overcharge proceeding. The DHCR stated that a lease violation complaint can be filed if a landlord: (a) hasn't offered a renewal lease; (b) has changed the terms and/or conditions of the lease; (c) refuses to add a spouse to the lease; (d) refuses to return a fully executed lease; or (e) refuses succession rights to a qualifying family member.
