DHCR Lease Rider Not Required Outside City

Yonkers tenant complained that the initial rent-stabilized lease she received from landlord was improper. Among other things, tenant pointed out that landlord didn't provide a lease rider detailing how tenant's initial rent was calculated. The DRA ruled against tenant. Tenant appealed and lost. Although the Rent Stabilization Code requires this informational rider for New York City apartments, there is no requirement under the ETPA or Tenant Protection Regulations for landlord to explain in a lease rider how tenant's rent was calculated under tenant's initial lease.
