Defective Certificate of Correction

DOB issued a violation notice to landlord for not maintaining the building's exterior. The ALJ found that landlord had corrected the condition in a timely manner but fined landlord $175. Landlord appealed, claiming that there should be no fine since the condition was corrected. ECB ruled against landlord. Landlord's certificate of correction had been defective. It was rejected by DOB because the person who signed the certificate didn't state his relationship to landlord, as required by the certification form. Landlord wasn't entitled to a waiver of the entire penalty.
