Defect Not Raised Before DRA

The DRA granted landlord MCI rent increases for a number of improvements, including new building entrance doors. Tenant appealed, claiming that the entrance door didn't lock properly. The DHCR ruled against tenant. Tenant didn't raise this issue before the DRA, even though given the opportunity to do so. She couldn't claim the door was defective for the first time on appeal.
