Cracked Steps Weren't Trip Hazard

Tenant complained of a reduction in services, based on several conditions in the building's public areas. The DRA ruled against tenant, and tenant appealed. Tenant had complained that the entrance doors, lobby walls, floors, halls, and stairs were dirty and that some of the hallway steps were cracked. An inspection showed that all the public areas were clean. Although the lobby steps were cracked, the cracks didn't present a trip hazard. So this condition wasn't a service reduction and there was no reason to reduce tenant's rent.
