Landlord applied for MCI rent hikes based on the installation of new doors. The DRA disallowed any increase for nine of the 16 doors. Landlord appealed and lost. Rent increases were disallowed for an exit and rear door to the laundry room, a shop's rear exit door, the master meter room door, the front service entrance door, the meter room doors, and the compactor room doors. These doors weren't used by tenants.
