It granted MCI increases for the window installation but denied increases for removal of air conditioners done in connection with the window installation. Landlord appealed, arguing that the removal and replacement of air conditioners was necessary and directly related to the window installation. The DHCR ruled for landlord. Replacing the air conditioners in a uniform and safe manner was reasonably required by landlord's window replacement.
