Contractor Problems No Excuse for Not Curing Violation for Illegal SRO Unit

DOB issued a violation notice to landlord for failing to remove an illegal SRO unit in landlord's building. Landlord claimed that it hadn't yet obtained certification of correction due to problems with its contractor. The ALJ ruled against landlord and fined him $1,250. Landlord appealed and lost. Problems with contractors wasn't a defense to the violation notice.
