Commercial Tenants Didn't Benefit from New Electric Service

Landlord applied for MCI rent hikes based on building rewiring. The DRA ruled for landlord. Tenants appealed, claiming that their rent hikes should be reduced because a portion of the cost should have been allocated to commercial tenants in the building. The DHCR ruled against tenants. Landlord showed that the rewiring affected the residential portion of the building only. Commercial tenants didn't benefit from the new electric service. So the cost was properly allocated to residential tenants only.
