Building-Wide Rewiring Work Qualifies as MCI

Landlord applied for MCI rent hikes based on building-wide rewiring. The DRA ruled against landlord, finding that the rewiring work didn't include the installation of feeders. Landlord appealed, claiming that the feeders were installed. The DHCR ruled for landlord and granted the rent hikes. Landlord submitted a letter from its contractor stating that main feeders, new disconnect switches, meter banks, and new sub-feeders had been installed for each of the building's 32 apartments, along with circuit-breaker panels, kitchen outlets, and air conditioning outlets.
