The DRA granted landlord's application for MCI rent hikes based on the installation of a new roof. Tenants appealed, and the DHCR revoked the rent hikes. Landlord hadn't registered the building for five of the years for which the MCI rent hikes were granted. So, landlord was barred from applying for or collecting an MCI rent hike.
