The DRA made a determination that landlord's building was exempt from rent stabilization. Tenants appealed and lost. Tenants challenged the DHCR's ruling in court, claiming that it was arbitrary and unreasonable. The court and appeals court ruled against tenants and confirmed the DHCR's ruling.
