Building Converted to One with Fewer than Six Apartments

The DHCR determined that landlord's building was subject to rent stabilization. Landlord appealed. The building had been converted from one with six or more apartments to one with fewer than six. The court and appeals court ruled against landlord. The DHCR's finding that the building remained subject to rent stabilization, even though it had been converted to one with fewer than six units, was reasonable and not arbitrary.
