Building Converted to Individual Electrical Metering

Tenant objected to landlord's 1984 registration of services. Tenant claimed that electricity service was provided by landlord and was omitted from the registration. Landlord didn't answer tenant's objection. The DRA ruled that landlord provided electricity, which was included in the rent, and amended landlord's registration. Landlord appealed, pointing out that in a prior order the DHCR granted landlord permission to convert the entire building to individual electric metering on the condition that tenants get a rent cut.
