Basement Floor Replacement Qualifies as MCI

Landlord applied for MCI rent hikes based on a number of improvements. The DRA ruled for landlord in part, but disallowed any increase for the removal and replacement of the building's basement floor. Landlord appealed and won. The work was structural in nature, and the DHCR approved the total $15,200 cost for demolition of the old floor, lowering of the basement floor, and installation of new concrete floor and concrete pad for a boiler.
