Apartment Decontrolled When Tenant Vacated

Tenant complained of a rent overcharge. The DRA ruled against tenant. Tenant appealed, claiming that the apartment remained rent controlled for a subsequent tenant in 1991 after prior rent-controlled tenant moved out. Tenant claimed that this affected the calculation of the legal regulated rent. The DHCR ruled against tenant. The apartment became decontrolled when the rent-controlled tenant moved out. It didn't remain subject to rent control for any tenant after that.
