Apartment Decontrolled

In an administrative proceeding, the DHCR set the rent for a previously rent-controlled apartment that had been decontrolled. Tenant appealed, claiming again that a 1978 order of decontrol was invalid. The court and appeals court ruled against tenant. The DHCR had ruled that tenant couldn't challenge the 1978 order at this point. The DHCR's ruling was reasonable and wasn't arbitrary.
