Tenants Complained About Door Locks

Tenants complained of a reduction in building-wide services. Among other things, tenants complained that doors were frequently unlocked. An inspection showed that the front door was in poor condition but was secure, and that the basement door was old and in poor condition but was locked. Still, the DRA cut tenants' rents, and landlord appealed. The DHCR found that the DRA incorrectly cut the rent, based on the condition of the doors.
