Tenant Wants New Floor

Landlord sought to scrape and refinish the foyer floor, but tenant said she wanted a new floor. Landlord applied for rent restoration based on tenant's refusal to permit repairs. The DRA ruled for landlord, and tenant appealed. The DHCR ruled against tenant. Scraping and refinishing the floor would be sufficient to restore services. Landlord wasn't required to install a new floor.
