Tenant Conceded Stove and Refrigerator Were Installed

Tenant complained of a rent overcharge. The DRA ruled for tenant, and landlord appealed. Landlord claimed that the DRA had overlooked his rent history data, which included proof that landlord installed a stove and refrigerator in tenant's apartment before she moved in. The DHCR ruled for landlord in part. Landlord didn't provide sufficient proof of the installation. There were no cancelled checks, and the vendor's invoices didn't specify that the appliances were for tenant's apartment. However, tenant conceded that a stove and refrigerator had been installed.
