Storage Space Not Required

Tenant complained of a reduction in services because landlord no longer provided storage space. The DRA ruled for tenant. Landlord appealed and won. The storage space was a minor condition that didn't warrant a finding of reduced services. There was no lease rider requiring storage space for tenant. Tenant himself never had a storage space, so he couldn't have had any boxes or bins during the three years prior to filing the complaint.
