Staircase Doesn't Qualify

Landlord applied for MCI rent hikes based on the installation of metal exterior stairs to the building's vault area. The DRA ruled against landlord. Landlord appealed and lost. The DHCR said the replacement of exterior steps, even concrete main entrance steps, doesn't qualify for an MCI rent hike unless either all sets of exterior steps are replaced or the replacement is done in connection with a qualifying MCI, such as resurfacing an entire courtyard and walkways. Landlord's work didn't meet either of those conditions.
