Rental Storage Lockers

Landlord co-op asked the DHCR whether proposed rental storage lockers would become a required service for rent-controlled tenants in the building. In an opinion letter the DHCR pointed out that the storage lockers would become a required service if they were rented to tenants, whether or not tenants paid additional rent for the added service. The DHCR also pointed out that laws governing co-ops required landlord to offer nonpurchasing tenants all services and facilities required by law on a nondiscriminatory basis.
