Renewal Lease Offer Was Unsigned

Tenant complained of an improper lease renewal. She claimed that landlord didn't sign the lease renewal offer. Landlord argued that it signed the lease renewal after tenant sent back the signed offer. The DRA ruled for tenant and ordered landlord to issue a proper renewal lease. Landlord appealed. Emergency Tenant Protection Regulations Section 2503.5(a) requires landlord to send tenants renewal lease offers that are signed and dated. Landlord didn't comply with the regulations.
