No Elevator Inspection Sticker

Tenants complained of a reduction in building-wide services. Among other things, they claimed that the elevator inspection sticker was removed. The DRA ruled for tenants and reduced their rents. Landlord appealed, arguing that this didn't constitute a decrease in services. The DHCR ruled for landlord. The absence of an elevator inspection sticker wasn't a decrease in services in and of itself. Elevator service was adequate at the time of inspection. The DHCR revoked the $2.00 rent reduction to rent-controlled tenants.
