New Stove Not Fire Hazard

Rent-controlled tenant complained of a reduction in services. The DRA ruled for tenant and granted a rent reduction. Tenant appealed. He said the rent reduction should be increased because the replacement of his stove created a fire hazard. The DHCR ruled against tenant. There was no proof that the new stove was a fire hazard. The safety instructions merely indicated that the stove shouldn't be installed over vinyl tiles because, over time, they may not withstand the high temperatures.
