New Fire Escape Qualifies

Landlord applied for MCI rent hikes based on a new fire escape it installed in the front of the building after the rear fire escape was destroyed by fire. The DRA ruled against landlord. Landlord appealed and won. To qualify as an MCI, all fire escapes and landings for a building must be replaced. Since it wasn't feasible to replace the rear fire escape, landlord installed a single fire escape in the front of the building that adequately served the whole building and met New York City housing code requirements. So landlord's fire escape qualified as an MCI.
