Landlord Removed Garbage Cans and Storage Facilities

Tenant complained of reduced building-wide services. Tenant claimed that landlord removed an enclosure next to the building and the garbage cans stored there. Landlord didn't deny this, but pointed out that he removed enclosure because vagrants loitered there, creating unsanitary conditions and harassing tenants. Several tenants supported landlord's claim and said that garbage disposal wasn't a problem. The DRA ordered landlord to restore services and reduced rents for rent-controlled tenants. Landlord appealed, and the DHCR ruled against landlord.
