Landlord Proved Improvements Were Done

Tenant complained of a rent overcharge. The DRA ruled for tenant, finding a small overcharge totaling $470. Tenant appealed, claiming that the DRA incorrectly approved 1/40th rent increases for landlord's claimed apartment improvements. The DHCR ruled against tenant. Landlord submitted sufficient proof that bathroom renovations, wiring for two air-conditioner outlets, and other improvements costing $3,300 were made. The proof included a signed proposal on a printed form from the plumber, and Home Depot receipts for materials.
