Landlord Orally Abused and Intimidated Tenant and Roommate

Tenant and roommate complained to the DHCR that landlord harassed them. After a hearing, the DHCR ruled for tenant and roommate and made a finding of harassment. Landlord later asked the DHCR to lift the harassment order because the conditions that led to it no longer existed. The DHCR ruled against landlord, found that landlord had committed additional acts of harassment, and fined landlord more than $9,000. Landlord appealed and lost. The DHCR's decision was based on substantial evidence that landlord orally abused and intimidated tenant and her roommate.
