Kitchen Heating Unit Blowing Cold Air

Tenant complained that the heating unit in her kitchen was blowing cold air instead of hot air. The DRA ruled for tenant after an inspection and reduced her rent. Landlord appealed, arguing that the heat in tenant's apartment was adequate. The DHCR ruled against landlord. While there was adequate heat in the apartment, this wasn't tenant's complaint. Tenant complained that the kitchen heating unit didn't function properly. And an inspection confirmed tenant's claim.
