HPD Must Extend Tenant's Section 8 Voucher

HPD gave tenant a Section 8 Housing Choice Voucher while she looked for an apartment. She signed two lease agreements for different apartments, filled out the paper work, but then was notified by both landlords that they wouldn't rent apartments to her. HPD refused to give tenant further extensions on her voucher and found that she wasn't eligible for Section 8 assistance. Tenant appealed HPD's decision, claiming it was unreasonable. The court ruled for tenant. HPD didn't consider tenant's efforts to obtain an apartment and her eiligibility requirements for an extension.
