Gap Between Floor Tiles

Tenant complained of a reduction in services. The DRA ruled for landlord, and tenant appealed. Tenant had complained that floor tiles in the apartment weren't being maintained, but the DRA didn't find anything wrong with them. The DHCR ruled against tenant. An inspection showed that there were gaps in the tiles in the living room floor but this wasn't a trip hazard. There were no broken floor tiles in the kitchen, as claimed, and no gaps in the tiles in the bathroom floor.
