Finding Doesn't Reflect Inspector's Comments

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent. Landlord later applied for rent restoration based on restoration of services. The DRA ruled against landlord. It found that the defective mailroom lock condition hadn't been repaired. Landlord appealed. The DRA stated in its order that the mailroom door lock had no defects. So it was inconsistent to find that it hadn't been repaired. The DHCR ruled for landlord.
