DRA Overlooked $15 Supplementary Allowance

Tenant complained of a rent overcharge. The DRA ruled for tenant, and landlord appealed. Landlord claimed that it was entitled to a $15 supplementary allowance under Rent Guideline Board Order #17 because tenant's rent was below $300. The DHCR ruled for landlord. Landlord was entitled to this additional increase, and the DRA should have added it to its calculation of the lawful stabilized rent.
