DHCR Deems Missing Lease

Tenant complained of a rent overcharge. The DRA ruled for tenant because landlord didn't submit a complete rent history. Landlord appealed, and the DHCR ruled for landlord. Landlord submitted copies of all leases, except for one 3-year period between 1978 and 1981. The rent increase charged during this period was the correct amount for a 3-year renewal lease under Rent Guideline 10. And landlord had previously entered into an agreement with the New York State Attorney General to refund overcharges covering the period in question.
