Contractor Performing Work Didn't Prepare Contractor's Statement

Landlord applied for MCI rent hikes based on pointing. The DRA ruled against landlord. Landlord appealed and lost. The pointing was done only on the parapet walls on the interior side of the building's courtyard. More important, there was no cost breakdown in the contract submitted with landlord's MCI application. And the contractor's statement regarding the pointing was not on the contractor's letterhead, was prepared by someone other than the contractor, in blue ink, and then signed by the contractor, in black ink.
