Access Letters Didn't Specify Date

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming that tenant repeatedly failed to provide access for repairs. Landlord had submitted proof of this to the DRA. The DHCR ruled against landlord. While landlord submitted copies of a number of letters to tenant asking access, none of the letters named specific dates on which tenant was supposed to provide access. DHCR Policy Statement 90-5 required landlord to specify dates.
