Wrong Address on Invoice

Tenant complained of a rent overcharge. Landlord claimed that it could collect a rent hike of 1/40th of the cost of improvements totalling almost $8,300. The DRA ruled for tenant, and only allowed $4,800 in improvements. Landlord appealed, and the DHCR ruled for tenant. Several of landlord's invoices showed that the work was done in a different building. So, they weren't sufficient evidence of the work done in tenant's apartment.
