Work Without Permit Was Hazardous

DOB issued a violation notice to landlord for performing hazardous work without a permit. Landlord was demolishing bathrooms on various floors and removing fire rating from the walls and floors of these rooms. Landlord claimed the work wasn't hazardous. The ALJ ruled against landlord and fined him $800. Landlord appealed. ECB again ruled against landlord. Landlord claimed that the interior walls removed in the bathrooms didn't require a fire rating. But a DOB inspector had testified otherwise, and landlord didn't present any proof contradicting the inspector's statement.
